About Mihai Chelmus

Mihai Chelmus is an Associate Director at Swantest, where he has been a key part of the company since 2014 and is its longest-serving team member. Over this period, he has built extensive experience in structural testing, investigation and remediation support across UK construction and demolition projects.

 

In his current role, Mihai leads the planning and delivery of structural load testing, anchor verification, materials testing and complex structural investigations. He also oversees temporary works installation and contributes to remediation strategies, including carbon fibre strengthening systems and the development of bespoke testing solutions, such as adaptive rigs for complex or constrained environments.

 

Working within live construction and high-risk environments, Mihai ensures that all testing and investigative activities are carried out in accordance with UK standards, producing accurate, traceable, and defensible data to support structural safety, regulatory compliance, and confident project delivery.

Technical Scope & Responsibilities

Mihai Chelmus is responsible for managing and delivering:

  • Structural testing across construction and infrastructure projects

  • Structural investigations to assess condition, performance, and compliance

  • Anchor pull-out testing and proof load verification

  • Plate load testing and ground-bearing assessments

  • Construction materials testing and verification

  • Remediation support, including carbon fibre strengthening systems

  • Temporary works installation and structural load setups

  • Development of bespoke testing methodologies and procedures

  • Design and implementation of adaptive testing rigs for complex applications

  • Preparation and review of technical reports and compliance documentation

  • Coordination of site testing operations, personnel, and logistics

  • Ensuring compliance with UK standards and regulatory requirements
